Our Goals


After a difficult path from a small initiative group of people with limited resources in the largest national LGBT organizations in Ukraine. FULCRUM was founded in 2009 and over the years we have strict vikristalizuvaly our values, mission, strategy and objectives.

Under an effective mechanism we mean:

  • The opportunity for each and every LGBT event of discrimination or infringement of appeal to a special body, fairly and impartially consider the complaint and to restore the rights of man, the victim of discrimination or harassment;
  • Clear and transparent procedures for application for discrimination or harassment and impartial review of the declaration;
  • It has legal obligations for businesses and state-owned enterprises on the application of policies of equality in the framework of corporate policies;

As it is now?

  • The law prohibiting discrimination declarative and does not contain a clear and transparent procedures for dealing with complaints of discrimination or harassment;
  • Administrative Code does not establish liability for discrimination or harassment;
  • The law does not set a clear obligation employers have policy of equality.

It should be?

  • A special body to review complaints of discrimination or harassment;
  • Criminal and Administrative Code provides for punishment for discrimination, harassment, homophobia and violence.
  • Companies and organizations include equality policies in the annual training

Under an effective mechanism we mean:

  • Stable and purposeful activities of public authorities on the issue of LGBT rights and combating discrimination based on SOGI exercised directly or indirectly and affecting life and society;
  • Direction of actions, regular activities, efficient laws, budget priorities regarding LGBT rights topics;
  • Inclusion of LGBT rights topics in government strategies to work with the Ukrainian society in various directions (cultural, educational, law enforcement strategies);
  • The state recognizes LGBT people as a distinct social group and directs efforts to provide this group with full rights and freedoms.

As it is now?

  • The state has no unified strategy / position on LGBT, civil employees happen to use homophobic statements and have manifestations of hatred;
  • The state ignores LGBT people as a social group in the provision of state services;
  • The executive has no strategy / position to achieve equality for LGBT equal rights and services as for the other citizens of Ukraine.

It should be?

  • LGBT people would be part of the national state strategy, the issue of equal rights for LGBT people would be included in this strategy;
  • The state (through such institutions as government, parliament, president) would have a clear position to ensure equal rights for the LGBT (by amending legislation);
  • The executive branch would include issues of rights and discrimination of LGBT people as a social group in their strategies (cultural, educational, advocacy strategies, etc.);
  • Public institutions working with the community would provide services to the public included in their strategies to work with LGBT people as a distinct social group (special educational courses in higher education, specialized departments to work with hate crimes in the national police).

Under tolerant society, we understand: 

  • The existence of opportunities for lesbian, gay, bisexual and transgender people to be righteous citizens accepted at home, at work, in society where LGBT people live healthy and happy lives, have equal opportunities, rights and responsibilities, and where understanding is achieved between people with different sexual orientations and different features;

As it is now?

  • The public has a lot of preconceived stigma and myths about the LGBT community;
  • Journalists in their materials typically use outdated, stigmatizing clichés / myths about LGBT people;
  • LGBT people are afraid to make coming out to family and at home because of stigma and discrimination.

It should be?

  • Each citizen (s) must have free access to true information about the LGBT community;
  • Through the National LGBT portal, we would highlight the life of the LGBT community and work to dispel myths and stereotypes about the community;
  • The National LGBT portal would be one of the main source of information about the LGBT community to national and international journalists and news resources;
  • Each regional center would have an office of Parents’ Initiative TERGO;
  • By 2018 PRIDE Ukraine should be published monthly and on a regular basis having (subscription) 10, 000, 000 readers.

Under the basic support we understand: 

  • A basic free service package available on-line or off-line through the services provided by the organization in the course of its business;
  • The basic free services package includes: free HIV testing for MSM, counseling and support of discordant couples, psychological support for LGBT, MSM access to free condoms and lubricants, social support for HIV-positive MSM;
  • Access to friendly professionals.

As it is now?

  • MSM have limited access to HIV testing and personal protective means;
  • In the regions are there poor access to friendly professionals (with no prejudice against LGBT and MSM) and awareness lack  how to work with the LGBT community (particularly in the provision of health and social services);
  • LGBT people have limited opportunities to be provided with friendly social services through state social security system.

It should be?

  • Free access of MSM to HIV testing and prevention programs;
  • MSM access to free lubricants and condoms;
  • The provision of ART for HIV-positive people immediately after the diagnosis of HIV;
  • Special program of access to medical and social services to LGBT in the regions;
  • Training of lawyers of the free legal aid network to work with LGBT (for instance, on hate crimes);
  • LGBT hub, friendly and free of stigma and discrimination space for LGBT.
